Jay doesn't really know how his power works. Why would he? He just knows that it does, and if he tries really hard, his power can shut down a block of houses. Or people. Usually people. A small touch can make someone's leg give out, or their arm, or sometimes, even their power. He usually tries to stick to small stuff though. Electrical boxes give him migraines the next day (if he's lucky) and other gifts leave him tired, cranky, and powerless himself for a week afterward.
It doesn't usually come to that though. Why bother with the flashy stuff when he can buy himself an extra second in the ring?

OVERALL APPEARANCE:
Hot, blonde, and too jacked for the world, Jay isn't really anything noticeable. Really, it's almost impressive how much she looks like every other skater-slash-surfer guy out there. Aside from being maybe a little too short and her voice sounding like it's going through puberty 2, she fits right in. She's even got the battle scars and a crooked nose from high-flying mistakes to prove it.

OVERALL PERSONALITY:
If you took any stock standard shonen protagonist and made them a girl who's a guy and dunked them in a vat labeled ADHD, you'd get Jay. Competitive, chatty, and always ready to throw down, Jay loves being active and hanging out with their friends. They have an independent streak a mile wide, and mildly checked ADHD means that they're pretty impulsive with a mouth to match.
It does mean that they can be pretty snarky and they're pretty dismissive of other people's feelings and boundaries. And they often hurt people around them with a friendly punch that's just a bit too hard.
BACKGROUND
HOMETOWN: Moved too much to have a hometown.
FAMILY: Father and mother are deceased. Raised by her uncle, who has disappeared as far as she knows.
PETS: None.
HISTORY:
Jay grew up as a wild child, uncontrolled and untamed. Her uncle, a veteran and a drunk, gave her freedom that only aggravated her unchecked ADHD. She fought everything and everyone, resenting her uncle for never being around and never giving her the stability she needed.
It didn't help that her power manifested early either. When it showed up, it was explosively and destructively. Screaming matches ended with nosebleeds and flickering lights, in slammed doors and block-wide power outages. Some part of her knew it was going to be bad, but it didn't really sink in until she got into a fight with her uncle and shoved him in a fit of anger. That single, sparking touch triggered a heart attack that left him hospitalized.
Jay couldn't do that again. For the first time, he realized the harm that he could do, and he threw himself into controlling his power. He studied, and practiced, and learned to control it.
He'd never hurt someone again.
Not that it mattered much. After the Sector found out, Jay was relocated to another family. Then another, and another, and another. It would've bothered her, but at this point her Sector handlers were more familiar to her than anyone they assigned her to and she had always been independent.
After she was of age, Jay moved out to Los Eurosia, hoping a new place and a new face will lead to something bigger and better. But she mostly lives a boring, mundane life. Aside from the occasional friendly fight between Gifted and a few contracts with the Sector, her power goes unused and untouched. A part of her wishes she could live out the life of a superhero, helping and rescuing people. Another wonders how far she could push her power-- how much damage she could cause with a single touch.
